The State made the difficult decision to reset the process after determining that the original plan was no longer financially viable or aligned with current priorities. Over time, market conditions, project costs, and infrastructure needs changed. The office space market has evolved significantly, and the retail and restaurant industries have undergone shifts that impact the feasibility of the original concept. This reset gives the State a chance to create a modern, inclusive vision for the site, shaped by today’s realities, not yesterday’s assumptions. It also provides an opportunity to better meet the needs of the community and the market as it stands today.
This reimagining is grounded in strong interagency collaboration between the Maryland Department of General Services (DGS), the Maryland Department of Transportation (MDOT), and the Maryland Economic Development Corporation (MEDCO). MEDCO brings flexibility and expertise in managing complex, multi-agency economic development projects. The tri-agency structure ensures transparency and cooperation between DGS, MDOT, and MEDCO. The process will be transparent, with clear milestones, oversight, and meaningful community input. Importantly, the redevelopment of State Center will build upon the State Center Vision Plan, a community-driven framework adopted by the City’s Planning Commission that outlines the future of the site.
The community has consistently called for a vibrant, inclusive, and equitable redevelopment of State Center. Residents and business leaders want jobs, transit access, green space, and retail that reflects their needs, not just another office complex. Feedback from the community that was collected during the City of Baltimore’s Vision Study exercise in 2024 will be incorporated into project preparation activities. Community engagement is vital to the success of the State Center project. Thus, the State and City will ensure that the community remains informed as the project progresses. The proximity to the State Center Metro and Cultural Center Light Rail stations positions the site as a key transit-oriented development opportunity. While it is true that this is a time of great economic challenges, Maryland sees an opportunity for economic growth and continues to build on our progress to bring more mixed-development, affordable housing, and jobs near transit. This project can bring real change and tangible quality of life improvements to Baltimore.
